Which registrations do I need?
1. Packaging (CONAI)
- Registering with CONAI: If you place packaging on the Italian market, you must register with the Consorzio Nazionale Imballaggi (CONAI). This applies to both domestic and foreign sellers who import packaging to Italy.
- Requirements: You must ensure that the packaging is correctly labelled and that the environmental contributions (CONAI fees) are properly paid.

How do I label the packaging?
All packaging placed on the market in Italy must be properly labelled to simplify collection, reuse, recovery and recycling. Consumers must also be informed about the proper disposal of packaging. In particular, manufacturers are obligated to indicate the type of packaging materials used in accordance with 97/129/EC by means of an alphanumeric code.

Contents of the environmental labelling (Etichettatura Ambientale)
The information to be provided on the packaging must include the following details:
- Material labelling: Alphanumeric code in accordance with 97/129/EC.
- Collection instructions: For example “Separate collection – plastic”.
- Consumer information: For example “Please observe the regulations of your municipality”.
This information must be affixed to each manually separable component of the packaging. In the case of small packaging or packaging with limited space, the information may also be provided via digital channels such as QR codes or websites.

2. Electrical and electronic equipment (WEEE)
Registering with the Registro A.E.E: Sellers offering electrical and electronic equipment must register in the Italian WEEE register. This is necessary to ensure the proper disposal and recycling of old appliances.
3. Batteries
- Registration and labelling: If you sell batteries or products containing batteries, you must ensure that they are correctly labelled and that you are registered in Registro PILE, the Italian national register for batteries.
- Eco-participation fee: Manufacturers and importers must pay an eco-participation fee to finance the collection and recycling of old batteries.
4. Textiles (from 2026)
From 2026, there will also be an EPR obligation for textiles in Italy. Sellers who place textiles on the Italian market will have to register with the appropriate PRO (Producer Responsibility Organisation) and pay the corresponding environmental contribution.
Information for sellers on taking back products in accordance with the EPR in Italy
When is there an obligation to take back old products?
If you commercially sell products from the following categories in Italy, you are required to offer customers a take-back service for similar old products:
- Electrical and electronic appliances (including light bulbs)
You must provide this service free of charge in cooperation with your PRO.
How are the take-back obligations regulated?
There are two types of take-back obligations if you are a seller in Italy and sell products from the above categories:
1:1 obligation:
Take-back of the used product from the customer on condition that the customer has purchased a new product of the same type (only applies to the selected category).
1:0 obligation:
Take-back of a used product even if the customer has not purchased a new product.
By default, you are subject to a 1:1 take-back obligation if you sell the above-mentioned products commercially to end consumers in Italy. Whether you are subject to a 1:0 take-back obligation depends on the characteristics of your brick-and-mortar shops (e.g. the size of your in-store sales area). Seek legal advice to find out whether you are subject to a 1:0 take-back obligation.
Where do I have to enter the information for the take-back service?
You must provide information about take-back options in your general terms and conditions (GTCs) in the Seller Portal. To do so, go to “Legal texts” in the shop settings and click on the “General Terms and Conditions” tab.
You are responsible for obtaining information about the take-back options offered by your responsible PRO.
What take-back policy do I need to offer for the products in question?
As a seller, you must specify whether you offer take-back at the place of delivery, at a collection point or via free return shipping. Please also specify the corresponding take-back policy in your general terms and conditions (GTCs).
There are various options for taking back used products. Depending on the take-back policy you offer, you will find specific information below:
- Take-back at the place of delivery:
- If a customer buys a new product, you can take back the old product free of charge upon delivery of the new product.
- Your general terms and conditions must include information about take-back at the place of delivery and whether you offer this service.
- Collection points for take-back:
- You can refer customers to one of the collection points organised by environmental organisations to take back their old products. Here are some useful links:

- You have the option of offering free take-back of products via a return shipping label.
- The exact instructions for using the return shipping label and whether you wish to offer this option must be specified in your general terms and conditions.
Are you a seller with no registered office or branch in Italy?
You must have your EPR registrations carried out by an authorised representative if you are a seller sending goods to Italy who does not have any offices in Italy.
